JOB SUMMARY
In accordance with the community-based policing philosophy and under general supervision, performs the technical duties of and assumes responsibility for the receipt, storage, disposal, and chain of custody of evidence in the Police Department; maintains detailed records and disposes of all items in accordance with City, State, and Federal laws, rules and regulations; assists the public, sworn and non‑sworn, and other personnel by performing a variety of public relations, technical, clerical, related to law enforcement functions including receipt and processing of related reports.
DISTINGUISHING CHARACTERISTICS
The Community Service Officer is a journey level classification, and incumbents are expected to perform the full range of assigned duties with minimal supervision, requiring assistance or instruction in only unusual or unique situations.
SUPERVISION EXERCISED AND RECEIVED
Receives general supervision from higher level supervisory and management staff, and work under minimal supervision. Incumbents in this class do not routinely exercise supervision.
EXAMPLES OF ESSENTIAL FUNCTIONS
Undertakes Community Oriented Police work; develops and implements community partnerships.
Organizes, coordinates, presents, and participates in Neighborhood watch and other crime prevention programs and assists in informational programs to acquaint citizens with city and police policies and procedures.
Receives, stores, tracks, releases and/or disposes of property in accordance with appropriate laws, rules, and regulations.
Uses safety precautions and follows procedures to properly handle property and evidence and other material to prevent injury, avoid contamination, and assure chain of custody.
Coordinates the disposal or auction of unclaimed items or items ordered destroyed by the Court.
Prepares detailed records of evidence inventory and maintains orderly appearance of property file area; catalogs and maintains continuous property inventory record.
Transports evidence and paperwork to the Kern County District Attorney’s Lab, Kern County Sheriff’s Office T/I Division, and Courts.
Handle calls for service as assigned, including any request for public service, including counter reports, citation signoffs; taking fingerprints, preserve evidence, ad assist officers at crime scenes and vehicular accidents.
Handle booking of suspects in accordance with appropriate laws; monitors inmate workers, as well as Community Service Workers.
Adheres to the Department and City policies and procedures.
Regular and timely attendance.
Performs other duties as required.
MINIMUM QUALIFICATIONS
Sufficient experience and education to demonstrate the knowledge and skills listed and to perform the essential duties is required. A typical way of obtaining the required qualifications is:
Education
High school diploma or G.E.D. equivalent.
Experience
No previous experience required.
Licenses and Certifications
Valid California driver’s license and satisfactory driving record.
Completion of a certified Penal Code 832 course in arrest and firearms within one year of appointment (preferred before appointment).
Other Requirements
Must be 18 years of age or older at the time of employment.
Must pass a detailed background investigation.
No felony convictions or disqualifying criminal histories within the past seven (7) years.
Pass a medical exam (post offer).
Pass a writing and reading comprehension exam.
Bilingual English/Spanish preferred.
Knowledge of
Police procedure, community based operations, law enforcement terminology.
Principles and methods of receiving, storing and inventorying property and evidence.
Basic safety requirements related to the handling of dangerous materials, controlled substance, and firearms.
Applicable laws, regulations and procedures related to evidence handling.
Record keeping and inventory principles and practices.
Basic report writing.
English usage including grammar, spelling, vocabulary, and punctuation.
Knowledge of written and spoken English.
Office procedures, methods, and equipment including computers, all Microsoft Office applications, and other relevant software applications.
Techniques for providing a high level of customer service to the public and City staff, in person and over the telephone.
Ability to
Receiving, storing, and maintaining an inventory of property and evidence.
Filing and indexing a variety of property items.
Organizing and maintaining detailed and accurate records of inventory items.
Communicate clearly and concisely, both orally and in writing, under occasionally stressful conditions.
Operate and use various office equipment including a computer and various software packages.
Understand and comply with oral and written instructions.
Understand basic Spanish.
Utilize discretion and comply with departmental confidentiality rules.
Understand and implement City’s public relations policy.
Work independently and be self‑motivated.
Exercise judgment and decision‑making with minimal offsite supervision.
Work various shifts and Holidays.
Demonstrate an awareness and appreciation of the cultural diversity of the community.
Provide high quality customer service.
Establish and maintain effective working relationship with those encountered in the course of the work.
