State of Maine, Bureau of Human Resources - Director of Facilities (Public Service Manager II) - Bangor, Maine Apply by: Nov. 15, 2024 Opening Date: October 31, 2024 | Closing Date: November 15, 2024 Job Class Code: MA32 | Grade: 32 Job Duties: This is professional services work of a managerial nature in planning, developing, implementing, administering, and evaluating the Environment of Care (Safety) and Facilities Services programs, systems, and policies for Dorothea Dix Psychiatric Center Bangor Mental Health Institute. This position is responsible for managing, directing, and overseeing the centralized maintenance and environmental service department of a multi-building institutional complex. Responsibilities include managing contracted service providers, as well as a large staff of trades, safety, and housekeeping services workers. Representative Tasks: Oversees, advises on, and directs the writing of safety policies and manuals required to meet standards of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and the State of Maine Department of Health and Human Services (DHHS). Responsible for the institutions compliance with federal, state, and local laws, ordinances, and codes related to the day-to-day operation of a physical facility. Assigns priorities for major projects and submits a biennial budget needs to establish and accomplish unit goals and objectives. Serves on, and chairs as assigned, hospital and departmental committees dealing with safety, risk management, and other related subject areas. Manages scheduling of and develops procedures for maintenance and environmental service projects, repairs, and alterations based on institutional needs and objectives. Monitors and inspects buildings and grounds, evaluates maintenance and environmental services, and staff performance levels. Assures supervision and inspections of the operation and maintenance of a high-pressure steam generating plant to ensure its safe and efficient operation. Develops, implements, and instructs in-service training courses to improve and/or maintain staff skills. Minimum Qualifications: A Bachelor's Degree in Hospital Administration, Public Administration, Engineering, Business, or related field, and eight (8) years directly related and progressively responsible work experience in facilities management, safety-security program management, healthcare management, contract management, project management -OR- an equivalent twelve (12) year combination of education and/or experience. Class 3 or higher Stationary Engineer's license as issued by the Maine Board of Boilers and Pressure Vessels preferred.
