Human Resources Consultant – Houston, TX Department: HR Consulting Reports To: HR Consulting Manager Location: Houston, TX – Hybrid (In-office Tuesday, Wednesday, Thursday) Employment Type: Full-Time, Exempt About Employer Flexible Employer Flexible is a Texas-based Professional Employer Organization (PEO) partnering with small and mid-sized businesses to deliver customized HR, payroll, benefits, and risk management solutions. We give our clients the ability to focus on growth while we manage the complexities of compliance, workforce management, and employee care. Position Summary The Human Resources Consultant (HRC) serves as the primary HR advisor for a portfolio of clients across multiple states and industries. This role delivers strategic, high-touch HR solutions that enhance culture, reduce risk, and support each client’s business goals. The HRCbuilds trusted partnerships with business owners and leaders, proactively identifying needs and implementing best practices in all areas of HR. This position follows a hybrid schedule, with in-office work required Tuesday through Thursday and remote work available Monday and Friday. Essential Functions Serve as the primary HR contact for a defined book of business, building strong, long-term client relationships. Conduct proactive client check-ins to assess needs and provide strategic HR guidance. Develop and implement customized HR service plans, policies, and procedures. Advise on compliance, risk mitigation, and best practices across all HR functions. Provide hands-on support for employee relations, terminations, investigations, and organizational design. Collaborate with internal departments to resolve client issues quickly and effectively. Participate in sales presentations and prospect meetings to demonstrate the value of our service model. Coordinate and manage benefits open enrollment activities for assigned clients. Create and maintain HR deliverables such as handbooks, job descriptions, and policies. Maintain accurate documentation in CRM and HRIS systems. Travel locally to client sites for relationship management and HR project execution (up to 50% travel). Perform other duties as assigned. Required Qualifications Bachelor’s degree in Human Resources, Business, or a related field (or equivalent experience). Minimum of 3 years of HR experience; consulting or PEO experience strongly preferred. Solid knowledge of federal, state, and local employment laws. Strong interpersonal and relationship-building skills. Proven ability to prioritize, manage multiple projects, and meet deadlines. Proficiency with Microsoft Office; ability to learn internal systems (e.g., Darwin, CRM). Reliable transportation and ability to travel locally. SHRM-CP or SHRM-SCP (or ability to obtain within 12 months of hire). Preferred Qualifications Experience with benefits plans and open enrollment. Background in a PEO or multi-client environment.
