All positions at the NM Public Education Department are based in Santa Fe, however some may operate through our Albuquerque office based on home address and space availability.

Indian Education: Grants offered to the NM tribes, and to local education agencies (LEAs), including state-chartered charter schools, and locally chartered charter schools, serving a significant numbers of Native American students for fiscal years 2016,2021, grants awarded 2016, 2017; were awarded to develop curriculum and instructional materials, including a teacher certification and assessment processes. Grants awarded 2017-2019; awarded to recipients to develop programs in one or more of the five priority areas: 1) attendance and truancy, 2) cultural competency and culturally responsive learning environments, 3) college and career readiness, 4) supporting native language programs and English learners, and 5) school systems alignment between PED/Bureau of Indian Education operated schools/tribally controlled schools. Non Competitive grants awarded 2019-2021, were awarded to recipients to develop programs in one or more of the four priority areas: 1) College, Career and Life Readiness, 2) Culturally and Linguistically Relevant Education and Social and Emotional Learning, 3) Culture and Identity Development, and 4) Increasing Access to Native American Language Programs.
Why does the job exist? The Native Language Specialist exist to comply with the Indian Education Act 22-23A-2 through 22-23A-11, passed through legislation in 2003, and amended in 2019. Along with other division tasks, this position will have a specific focus to assist Local Education Agencies (LEAs) and tribes with developing, implementing, and evaluating curriculum and instruction of Native languages and cultures for all students. This position will also support tribes as they develop their internal 520 Native American Language and Culture (NALC) assessment process.
How does it get done? The Native Language Specialist reports to the Indian Education Division Deputy Director and Assistant Secretary. The responsibilities of the position include:
Technical Assistance, Grant Knowledge, and Educator Administrator Responsibilities (50%)
Maintain an assigned caseload of Local Education Agencies (LEAs)¿school districts, local and state charter schools, other education entities, and/or Pueblos, Tribes, and Nations throughout each fiscal year - by reviewing and coaching applicants and grantees on Requests for Applications (RFAs) and applications, cross-verifying applications, hosting quarterly check-ins and completing reports, and supporting grantees with submitting final/end-of-year reports.
Completes and submits required monthly division reports that include caseload data from grantees.
Maintain clear lines of communication with grant recipients, as well as potential grantees, to ensure understanding of grant related processes (e.g. requests for reimbursements, allowable/non-allowable costs, and budget adjustment requests). Communication occurs by phone, email, virtual calls, and in-person.
Performs desktop auditing to assess and monitor services directly aligned to the funds allocated by the Indian Education Division.
Maintains electronic records on SharePoint and other internal data information systems (e.g. STARS/NOVA).
Navigate through internal systems proficiently to provide expedient and accurate customer service to grantees throughout the fiscal year.
Assist with site visits and follow-up visits to document and ensure accountability of grant utilization. Site visits may include observing classrooms, programs, and services; conducting interviews with relevant education administrators and personnel; and collaborating with other divisions to achieve the needs of the Public Education Department (PED).
Data Support (10%):
Support data informed decision-making by using internal data systems and by collecting data specific to the special focus responsibilities of the Native language Specialist.
Practice ethical standards of research, including respecting sovereignty and student/community voice with at-risk populations.
Uses approved division data to guide discussions and support goals of grantees and the division.
Special Focus (30%):
Assist local education agencies (LEAs) and tribes with developing, implementing, and evaluating curriculum and instruction of Native languages and cultures for all students.
Work collaboratively with relevant PED bureaus and divisions to support LEAs and tribes with the 520 Native American Language and Culture (NALC) certification process.
Develop materials and present information to educate and support tribes and LEAs with the 520 NALC certification process.
Other Indian Education Division and New Mexico Public Education Department Support (10%): Support colleagues within the Indian Education Division by serving as designate in working meetings/presentations.
Advance the Indian Education Division by assisting in the completion of other job-related duties as assigned by the Deputy Director and Assistant Secretary, such as supporting colleagues within the division and department on inter-related tasks.
Who are the customers? The responsibilities of the Native Language Specialist are directed from the Indian Education Division Deputy Director, Indian Education Assistant Secretary, and Secretary of Public Education in response to expressed needs from Local Education Agency leaders and administrators, educators, and American Indian/Alaska Native students and their communities.
Ideal Candidate The ideal candidate has knowledge and experience in Native language and culture, as well as the development of culturally responsive curriculum and programming.
The ideal candidate has knowledge and experience working in a fast-paced environment while maintaining and consistently delivering quality customer service.
The ideal candidate must be decisive in offering solution-oriented guidance in leveraging state and federal funds to develop sustainable and meaningful programs and services for American Indian/Alaska Native students and communities.
The ideal candidate can strategically manage multiple projects from inception to completion with a high degree of proficiency and minimal supervision.
The ideal candidate has knowledge and experience working in collaboration with Pueblos, Tribes, and Nations, ideally in the Southwestern United States, on educational policy, practice, and grant administration.
Minimum Qualification Bachelor's degree in Education, Public Administration, or Business Administration and five (5) years of experience as a teacher and/or program administrator. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience.

Employment Requirements Must possess and maintain a valid New Mexico's Driver's License.
Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
