POLICY ANALYST

SALARY:

Range I: $4,261.98 - $4,704.43 / Biweekly DOQ

Range 5: $4,704.43 - $5,192.81 / Biweekly DOQ

DEFINITION

Under general direction and supervision, the Policy Analyst provides program, legislative, and policy analysis and assists the Authority with designing, implementing, and auditing organizational policies and procedures, including drafting and regularly updating the Administrative Plan and the Admission, Continued Occupancy Policy and other policies as required.

ESSENTIAL FUNCTIONS

  • Provides program oversight and guidance regarding federal, state, and local legislation, regulation, and policy that impacts public housing, Housing Choice Voucher, and other programs that assist low-income families; and
  • Conducts analysis of regulatory guidance to determine impact on the Authority; and
  • Drafts correspondence for signature by the Executive Director or similar senior staff level leadership; and
  • Coordinates and participates in internal and external audits, compliance reviews, research studies, and program evaluations; and
  • Assists with implementing strategic goals and operational objectives; and
  • Assesses departmental and agency-wide performance metrics for reporting to the US Department of Housing and Urban Development as well as other regulatory agencies; and
  • Collects data and performs analysis on agency policy initiatives and innovations, including those related to Moving to Work (MTW) activities; and
  • Makes recommendations on strategies and procedures and assists with implementation of program and policy procedure modification; and
  • Collaborates with others at all levels of the organization and with external stakeholders to build coalition and to lead and/or complete cross-departmental projects; and
  • Drafts procedures and process workflows for implementation of organizational policy; and
  • Assists client departments with developing strategies to improve performance and management; and
  • Writes, prepares, and coordinates grant proposals and annual reports with accuracy, compliance and appropriateness; and
  • Collects, cleans, and verifies data for various research projects; and
  • Maintains existing databases and collects and designs new data sources for analysis.

The Policy Analyst shall perform all these responsibilities in service to the social enterprise mission of the Oakland Housing Authority (OHA) to achieve statutory objectives, including increasing housing choice for low -income families, helping such households achieve self-sufficiency, and ensuring cost-effective ex penditures of OHA funds.

MARGINAL FUNCTIONS

Performs other related duties as required, may supervise the work of interns and/or support staff.

MINIMUM QUALIFICATIONS

A bachelor’s degree, preferably with a major in Urban Planning, Public Policy, Public Administration, or a closely related field, AND three years of increasingly responsible project management, policy analysis and/or quantitative research experience.

Possession of a California driver’s license and an insurable driving record.

Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese and/or Spanish are a plus.

Equivalent combinations of education, training and experience may be considered.

KNOWLEDGE, SKILLS, AND ABILITIES

KNOWLEDGE OF: Basic principles of modern public administration; statistical and budget analysis; research methods, strong quantitative and technical capacity. Exceptional leadership, organization and project management skills are required. Experience and familiarity with the research process and quantitative research methods. Familiarity with assisted housing programs, education, or health delivery systems and programs preferred.

TECHNICAL SKILLS: Strong writing, public speaking, organization and time management skills. Policy analysis, database development or management, collecting and compiling data from a variety of sources; automating processes to provide and share information; development of analytical tools. Skilled in the use of modern software applications such as Microsoft Office programs (Word, Excel, Access, PowerPoint); data visualization software such as Tableau; Statistical software products such as SAS, SPSS, STATA or R; GEO Coding/GIS Mapping (a plus).

ABILITY TO: Interpret rules and regulations and train others on interpretation; and analyze complex data sets from multiple sources; identify trends; provide recommendations on outputs that inform and guide programs and new program development; communicate effectively (oral, written and graphic) with diverse populations, including low-income individuals, OHA staff and senior management, community members, service providers, and public officials; develop and implement policy for public housing and voucher programs; evaluate data, manage multiple tasks; understand and follow applicable laws, regulations, policies and procedures. Candidates who compete successfully in this examination will have their names placed on a List of Qualifiers. An appointment will be made from the List. For some positions, an experience/training rating and/or written evaluation of candidates will be used in lieu of the oral examination. The names of the highest-ranking candidates will be placed on the List of Qualifiers, and the final selection will be made from this List. College degrees or units required for the position will be verified prior to final appointment. If this information cannot be verified for a candidate, the candidate's name will not be placed on the List of Qualifiers. All appointments are subject to the approval of the Executive Director.

All prospective employees must pass a physical examination and drug screening by an Authority-designated physician. A pre- employment criminal history background check will also be conducted for all positions. For positions requiring use of an Authority vehicle, candidates' driving records will be checked prior to appointment. To be eligible for appointment, each candidate must possess a valid California Class C driver's license and a driving record acceptable to the Authority's insurer. All prospective employees must also provide proof of American citizenship, or legal resident status and the legal right to work in the United States.

Prior to becoming permanent, new employees must successfully pass a probationary period.

BENEFIT INFORMATION

Employees of the Authority enjoy a competitive fringe benefit program. SICK LEAVE is accrued at the rate of one day per month.

VACATION LEAVE for new employees is accrued at the rate of 10 days each year. There are also fifteen (15) paid holidays each year.

RETIREMENT - The Authority is a member of the Public Employees' Retirement System (PERS). The Authority also participates in Social Security.

HEALTH, DENTAL, AND VISION INSURANCE is available.

GROUP LIFE INSURANCE is fully paid by the Authority.

Management, supervisory, professional and confidential employees are also entitled to a management benefit package allowance and five days of administrative leave per year.
