Job Description

Summary

Under general direction of the department director, responsible for directing operations of assigned functions of the Street Department Construction Services Division. Responsible for all facets of the Street Department’s in-house construction program, including personnel, equipment, contracts, and all other administrative activities. Oversees the department’s equipment and fleet maintenance and procurement activities. Ensures quality of work outputs and compliance with governing standards.

 

Pay Range: $80,350 - $101,317 (Depending on qualifications and experience)

Essential Duties and Responsibilities include the following. Other duties may be assigned .

  • Plans, organizes, prioritizes, and directs assigned staff responsible for performing all work necessary to implement division programs, projects and initiatives.
  • Manages all phases for in-house construction projects as the designated project manager
  • Develops comprehensive project plans, including timelines, funding, resource allocation and risk management strategies.
  • Oversees daily allocation of in-house resources, monitors production rates and manages overtime charges to ensure adherence to schedule and budgetary constraints.
  • Develops and manages annual budget for the construction services division; forecasts and projects funding needed for various resources that support the division’s programs and operations.
  • Manages the Street Department’s Fleet Management Program, including maintenance and procurement of the department’s vehicles and equipment in coordination with the Fleet Department
  • Participates in strategic planning initiatives to optimize management of infrastructure assets and department operations
  • Continuously monitor division functional areas to identify areas for needed changes and process improvements to achieve excellence in quality and effectiveness of division programs
  • Administers various vendor contracts supporting division functions
  • Serves as the department’s primary utility coordination representative, responsible for collaborating with all stakeholders to proactively advance project delivery.
  • Conducts frequent visits to project work sites for inspection of work progress, quality, adherence to safety best practices, and conformance with city standards.
  • Provides technical support to project stakeholders related to compliance with standards and resolution of construction issues in the field.
  • Delivers excellence in service to residents, customers, elected officials, and city management by responding to issues, concerns, and inquiries promptly and professionally

May be required to work nights, weekends, and holidays to support special events, attend meetings, or respond to natural disasters, critical incidents, and other emergencies.

Minimum Qualifications

  • High School Diploma or GED
  • 10+ years experience in construction, maintenance, engineering or a related field
  • 5 years in a leadership or supervisory role
  • Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • Associate’s degree in construction management, construction technology, project management or related field
  • 10+ years experience in construction, maintenance, engineering or a related field, with a focus on public works-related operations
  • 5-7 years of progressively responsible experience in a leadership or supervisory role in public works construction, maintenance and/or construction inspection

Knowledge, Skills & Abilities

  • Extensive knowledge of local, state and federal laws and rules related to Public Works construction
  • Knowledge of project management principles
  • Knowledge of project budgeting and general budgeting practices in a public sector environment
  • Knowledge of contract management and administration principles
  • Extensive knowledge of Public Works construction methods, techniques, scheduling, and sequencing
  • Knowledge of operation and maintenance requirements for a wide variety of vehicles and construction equipment
  • Strong organization skills are essential for success in this position, with strong attention to detail.
  • Skill in planning, organizing, assigning, directing, reviewing, and evaluating the work of technical staff
  • Skill in operating a personal computer and standard equipment, hardware, and software.
  • Skill in mediating differences among contractors, inspectors, engineers, and developers.
  • Skill in composing written reports, policies, and maintaining various records using appropriate business writing style.
  • Skill in verbal and written communication using tact, professionalism, diplomacy and appropriate tone
  • Ability to quickly become functional in the use of specialized software necessary to prosecute the work.
  • Ability to evaluate resource allocation to optimize cost and time savings
  • Ability to establish and maintain effective working relationships.
  • Ability to read, understand and interpret contracts, specifications and construction plans
  • Ability to work outside of normal work hours to complete time-sensitive work assignments, attend meetings, facilitate public outreach events, or respond to city emergencies, as required.

Licenses and Certifications

Valid Class C Texas driver's license

Physical Requirements / Work Environment

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards. Frequent visits to various work sites with exposure to variable environmental conditions is an essential function of the job.
